This is not a legal brief. It is a public evidence walk through every article of the four 1949 Geneva Conventions. The text says what human beings shall and shall not do. We document conduct beside it. You decide whether they match.
12 August 1949. Four treaties are signed, sealed and sent.
Nearly every state signs. Signing is paperwork.
The rule and the record are the same object. To keep one you keep the other.
The forms survive. Nobody fills them in.

THE WALK
A prohibition does not become invisible because nobody has issued a verdict.
A written prohibition can be read without a judge. An event can be documented without a prosecutor. Two descriptions can be compared without asking an institution to authorize the observation.
Every article stays visible. A record may end as match, no match, partial, not applicable, or insufficient evidence. Nothing gets deleted because it disrupts the thesis.
WHO MADE THIS RECORD
209 journalists and media workers killed
Every line of evidence on this board was made by someone who might not survive making it.
The Committee to Protect Journalists counts 209 killed by Israel in Gaza and in Israeli detention between 7 October 2023 and 25 June 2026 — more than any government has killed since CPJ began keeping records in 1992. At least 75 were directly targeted in reprisal for their work. In 2025 alone, 129 media workers were killed worldwide, the deadliest year ever recorded, Israel responsible for more than two thirds.
There is no board without them. Every source ranked frontline documentation below exists because people kept filing while being hunted for filing.

FINDINGS
Every article that governs conduct was breached.
375 of the 429 articles set out how people must be treated, and every one of them carries evidence on this board: named organisations, dated records, links to the source. 41 are not rules about people at all — signature, ratification, languages, denunciation, registration of the treaty itself. There is nothing in them to breach.
13 are left open on purpose. They govern machinery that was never switched on: internment on neutral territory, medical flights over neutral states, the return of nationals of neutral countries. No neutral Power took that role, so there is no conduct to hold against the text. Calling them breached would be inventing the conduct, and a walk that invents its evidence is worth exactly as much as one that invents the treaty.

What the board is made of.
A board that asserts 375 breaches should be willing to show its own structure — how the findings distribute, which sources carry them, and how few sources that actually is.

The record was made by people who were there: Palestinian journalists reporting from inside Gaza, field documentation and testimony from Al Mezan, PCHR and Al-Haq, monitoring by Euro-Med Human Rights Monitor, reconstruction by Forensic Architecture, civilian-harm work by Airwars, insider testimony published by +972 Magazine and Local Call, and the medical records of hospitals that were destroyed while keeping them.
No court made that record and no court is needed to read it. Courts and commissions arrive late, non-binding and ignored. They are not the reason any of this counts.

Read
Keep the treaty article visible. Summarize its operative rule in ordinary language without changing its scope.
Document
Attach concrete evidence records: who, what, where, when, source, archive link and relevant excerpt or media.
Compare
State exactly which documented conduct corresponds to which part of the article. Do not substitute reputation, affiliation or institutional status for evidence.
Expose
Publish the evidence that disagrees too. Preserve revisions. A reader should be able to reconstruct why the finding changed.
CLOSING
Who walks it?
Anyone who can read. That is the whole qualification, and it is not a modest claim — it is the argument. States wrote these conventions, but what is inside them describes what people owe each other. That part was never the property of states.
This is not a smaller version of a tribunal and it is not auditioning to become one. A public record does not need authorization from anyone to exist. That is precisely why the sourcing has to hold: with no institution standing behind it, the record is the only thing there is.
